While details are still being finalized, the following information is known:
- $2 million per hospital is available as a base incentive, then up to $4-plus million more per year depending on Medicare Share for Medicare discharges up to 23,000 – up to four payments per hospital are allocated, with transitioning and decreasing in amount 25 percent each year until 2015.
- It has defined timelines associated with “meaningful use” of EHRs. These incentives become available for hospitals and health systems beginning October 1, 2011.
- Ineligible for incentives are eligible professionals who furnish substantially all of such services in a hospital setting (whether inpatient or outpatient) and through the use of the facilities and equipment, including qualified electronic health records, of the hospital (ED physicians, anesthesiologist, pathologist).
- Incentives are tied to meaningful use of certified electronic health records.
- Determination of eligibility for the eligible professional incentive is made based on the Site of Service where the care is actually delivered.
